TCP/IP connections appearing to hang/taking long to establish is a common issue that occurs when an AIX lpar has lost connectivity to the DNS server it is configured to resolve from. When you notice, for instance that you can ssh to an AIX lpar but it takes ~1-2 minutes to be prompted for a password, the most likely culprit is connectivity issues to the name server or the name server itself being down. Verify the DNS server listed in your /etc/resolv.conf is accessible and functioning correctly. If the DNS server is not the issue, another common issue is that the server has auto negotiated at the incorrect speed. I always recommend hard coding the speed settings on the adapters to check.
